BBC Gaza Film Deemed a 'Major' Violation of Media Regulations, Declares UK Media Regulator

The British broadcaster was found to have committed a "serious breach" of media regulations by failing to disclose that the voice of a documentary about the Gaza conflict was the child of a Hamas official, as ruled by UK media regulator Ofcom.

An probe by the media regulator into Gaza: How to Survive a Warzone has determined that the documentary was "materially misleading".

The BBC's director general had earlier expressed regret, stating there had been "a significant failing in relation to truthfulness".

The regulator has ordered the corporation to transmit a prime-time announcement about its findings.

"As this represents a major infringement of our code, we are directing the BBC to transmit a statement of our conclusions against it on BBC Two at nine o'clock in the evening, with a date to be finalised," it said.

'Risk to Undermine Trust'

The authority's statement declared: "Our investigation determined that the film's omission to reveal that the presenter's parent held a position in the Hamas-administered government was materially misleading.

"Consequently that the viewers did not have critical information which may have been extremely pertinent to their assessment of the narrator and the details he shared.

"Confidence is at the heart of the bond between a television network and its public, especially for a national broadcasting corporation such as the BBC.

"This failing had the risk to undermine the very considerable degrees of credibility that the public would have placed in a factual film from the broadcaster about the Israel-Gaza war."

The programme was pulled from iPlayer in the month of February after the narrator's familial connections emerged, and in July an internal BBC review concluded it breached the corporation's journalistic standards on factual correctness.

A BBC spokesperson said: "The authority's determination is in line with the findings of the corporation's inquiry, that there was a serious error in the documentary in relation to the broadcaster's journalistic policies on accuracy, which reflects regulation 2.2 of the authority's broadcasting regulations.

"We have apologised for this and we comply with the regulator's ruling in complete. We will follow the penalty as soon as the schedule and wording are finalised."
